Spay/Neuter License Plate: As many of you know, this plate is now a reality and has the potential for generating substantial funds for spay/neuter as well as spreading the message that altering your companion animal is the "thing to do". $10.00 from the sale of each plate will go to a special spay/neuter fund to be administered by Kentucky's Animal Care and Control Advisory Board.

In September KCAP was pleased to host a reception at JoBeth Book Sellers for Linda K. Davis the artist for the Spay/Neuter Plate. Her design, depicting a puppy and kitten on a blue background, was chosen over all contributors. Members and friends enjoyed punch and a cake depicting the plate. Thanks to Jo Beth and to Mondelli's Bakery.

Felony Cruelty: Some types of animal cruelty are now felonies in Kentucky thanks to the hard work and many phone calls from animal advocates all over the state.

This bill was passed during the 2003 General Session and makes torture of a dog or cat a felony on the second offense. All of us would like to see this law strengthened and upgraded to include more species and to be effective on the first offense. KCAP will continue to work for this result.
This bill would never have passed, even in it's current form, were it not for the persistent calls and communications from constituents who care to their legislators. KCAP honored Senator Tom Buford who sponsored both the Spay/Neuter Plate bill and the Felony Cruelty bill for his committment to animal welfare legislation with a plaque, thanking him for his efforts.

Upcoming General Session: As of this update, we believe that a bill containing substantial changes to Kentucky's Animal Control laws will be introduced. Some of these changes, will, we believe, contain language that will make the shooting of dogs (or other animals) as a form of euthanasia in pounds and shelters against the law.
