Melodie Zentall, KCAP President, presents a plaque to state Senator Tom Buford (R-Nicholasville) in appreciation for his work on behalf of animal issues. (He sponsored the bills that created the KY Spay/Neuter plate, and the KY Felony Cruelty Law). The presentation was made in April 2003 at the Bluegrass Animal Welfare League's Pet Fest.
